    بتاريخ 22 تشرين الثاني/نوفمبر 1988 صدر قرار وزير الشؤون الاجتماعية والعمل رقم 1988/96 باللائحة التنظيمية للأطفال المحتاجين للرعاية وقد نصت المادة 2 منه على أن كل من يعثر على طفل حديث الولادة ومجهول الأبوين أن يسلمه فوراً إلى أقرب مستشفى أو مركز صحي أو مركز شرطة أو والي المنطقة وعلى المسؤول في تلك الجهات استلام الطفل وتحرير محضر بالملابسات والظروف التي وجد فيها الطفل ويوضح فيه مكان العثور عليه وساعته وتاريخه واسم الشخص الذي عثر عليه ومهنته وعنوانه ما لم يرفض ذلك الشخص إثبات ذلك ونصت المادة 3 على أن المؤسسة الصحية حال تسلمها الطفل إجراء الكشف الطبي عليه واتخاذ الإجراءات اللازمة للمحافظة على صحته وسلامته ويجري تقدير السن من قبل الطبيب المختص بتلك المؤسسة.
